It is just fine to bring parakeets outdoors in their cage, just so long as it isn’t very windy or drafty, or too cold. It can be breezy, but as long as it isn’t strong enought to make tree branches sway, then they’ll be fine. Also, put a towel over half of the cage so that the keets will have some shade from the sunlight.

A bird feeder in their view would be fine as well. Seeing other birds might make them more vocal, but it won’t get them distressed or anything. I’ve taken my bird outside (wings trimmed), and she’s been just fine with the wild birds, believe it or not.
